NON posted NO parking, East Orange, NJ

State of NJ.
The city of East Orange has passed a No Parking between 2am & 4:30am on certain streets in the city. In the Brick Church area of the city, they are enforcing this new law and have not placed one sign stating the parking restriction on the streets in question. When the parking ticket enforcement office was called and the question of signs was brought up. We were told that they posted a notice in the local paper (once), in July and that was all that was required. We moved into the area in August. What options do we have? I'd like them to stop ticketing areas until they put up the proper signs.What is the name of your state?What is the name of your state?
