Not owner of car

What is the name of your state?State = IL

I recently received a parking ticket while using a friend's car. On the ticket itself there is a list of situations which would be considered "grounds allowed for contesting a violation". Included in this list is: "The respondent was not the owner or lessee of the cited vehicle at the time of the violation." What does this mean? Can I contest the ticket based on this clause. Or...can the owner of the car contest the ticket on my behalf?

The sign leading to my infraction was also very confusing and I'm still not exactly sure what I did wrong, but I do not want to pose any additional arguments if I do not have to.
