What is the name of your state (only U.S. law) California

OK, first off I'd like to say that I have never parked or will never park in a handicap parking space.
That being said you can put down your torches and pitchforks.

In October I went to DMV to register the company truck. I paid the fees, and then I was told I owe an additional $1000 for
Parking in a handicap parking spot on April 6 2014. Well I never received the ticket.....But, what luck! I have a security camera that points out the door and records the storefront activity on weekends since no one is here. We turn back the tape(dvr) to April 5, 2014, 10:00 P.M the truck rolls up and parks in the space, but you can't make out who was driving it .the camera only gets the back half of the truck. On April 6, 2014, we see the cop placing the ticket on the truck, the next day the ticket is gone from the windshield.

After talking to friends, they point out that the handicap space is not regulation or up to code (it has no sign nor has it ever had one)
And that I shouldn't have received the ticket.

November 16: I put a little package together with my story and photo's citing vehicle codes, and ask to have my ticket dismissed.

November 23: Received a letter from the city stating �you had 21 days from the time you received the ticket to contest the ticket. Etc...Etc

Where can I go from here?

I have got speeding tickets in the past, I don�t make excuses , I know I'm wrong I pay them.

But I truly honestly believe that this ordeal is not fair to me!

I am willing to pay a lawyer.

I am willing to pay for legal advice from a lawyer.

Any info\advice will greatly be appreciated (Negative or Positive)
