Did you turn it on to find out? I wasn't there. Code 40 says "Stopping, standing or parking closer than 15 feet of a fire hydrant. Between sunrise and sunset, a passenger vehicle may stand alongside a fire hydrant as long as a driver remains behind the wheel and is ready to move the vehicle if required to do so." It does not say the fire hydrant must be tested for full functionality.

I don't see an original question.

How do you know that the hydrant was or was not working?

Do you happen to be talking about the unused high-pressure hydrants around in downtown Brooklyn and Manhattan?
