You can try - it doesn't cost you anything.
If you have time you can show up in person for a hearing - being face-to-face with a judge might help.
Or you can have a hearing by mail or online.
Technically you're in violation but who knows what a particular administrative law judge will think when he hears the case.
Besides, there may be an error on the violation notice which would result in it's dismissal. Most people would have no idea, but that's all checked when requesting a hearing so it would be automatically dismissed.
All you can do is expect the worst and hope for the best.
