NYS vtl 1201a

What is the name of your state (only U.S. law)? NY
I got a ticket for 'failing to leave enought width for passing' in front of my house citing section 1201a. It seems to me from the language that 1201 does not apply in a residence district and my street is definitely a residence district according to 138. Is my assumption correct that the words 'outside of a business or residence district' means that the paragraph does not apply in a business or residence district? It seems clear enough to me.
