Out of state Inspection Sticker with NYS Plate

Hi All,
Recently moved to New York City and transfer my plate here. I still have my New Jersey inspection that expires in 08/2008. The law clearly states

"If you become a resident of NYS and register your vehicle in NYS, your out-of-state inspection remains valid. The out-of-state certificate or inspection sticker issued in your name is valid until it expires, or for one year after the vehicle is registered in NYS, whichever comes first. When your out-of-state inspection expires, you must get the vehicle inspected in NYS."

However, I already received 4 sticker for J(6) not having inspection stickers. I even have that law posted on my windshield... Have this happen to anyone? I'm disputing the tickets by mail ATM... I tried to talk to a officer and she states, "it is what it is and your not here to teach us anything...".

I want to get a inspection done, but my check engine light came on and waiting for back-ordered part to arrive before I can do the repair and pass the NY inspection.

Does the ticket show that you have a nj sticker? if yes, you can dispute it on-line and if ot, take a picture and dispute by mail.
