owner register name different?

What is the name of your state?NY
I was wondering if you can own a car but register and insurance it under someone elses name?

Register yes, if you can find someone stupid enough to accept the potential liability. Insure, not likely. If you can't insure a car in your name you very likely would not be insured under anyone's policy.
