The city issued a parking ticket to me, saying it was illegally parked (in my yard) but the car was not mine, it was a guest of mine Is this enforceable?

I am guessing that you (not the vehicle) were cited for having the vehicle illegally parked on your property. Yes, it's enforceable. Your guest could also have received a ticket.
