No court will ever hear this unless the OP wants to appeal the first couple of findings (should they go against him), and the OP is willing to risk the court costs of losing such a court appeal (which might more than double the cost of the parking cite).
Certainly, if a legal argument can be made, make it. But, this is not going to be heard by a court, so keep that in mind.
if one cant get a trial by jury, its a bill of attainder? only a jury can convict/punish people for crimes unless one waives this right
