parking ticket for not technically parked


What is the name of your state? Texas

I recently received a parking ticket for parking in a handicap parking spot. I was only in the handicap space in order to drop someone off because there were many cars behind me and did not want to block the flow of traffic. I never had the car in parked, got out of the car nor turn the engine off.
Is it legal for a police officer to block behind you and prevent you from leaving a handicap spot if you had no intention of parking there or was in the spot accidentally???

you were not in the spot unintentionally by your opwn admission.

it is illegal to place your car in a handicap spot (any part of it) for any length of time for any reason unless you have the proper permit to do so.
