parking ticket/overdue inspection/OUT OF STATE!!!

I got a parking ticket at a full meter in a legal zone. I was so confused, but then I realized that it was for an overdue inspection (which I thought was a moving violation, but apparently not if there is a box there to check.) Also, I am a NJ driver and I got the ticket in PA. I didn't think that PA officers were allowed to issue tickets for NJ laws.

When driving in Pa you are subject to Pa laws.

Don't pay this fine!
