What is the name of your state? Pennsylvania, Borough of West Chester

I parked in a lock-box lot where you put the parking fee for the day into a box with slots numbered the same as your parking spot. Its obvious that the slot contains money from previous parkers. I put in the full amout but got a ticket stateing that there was insuficent funds in the box. Obviously, the last car in the parking space gets the ticket as it appears there is no way they can determine who shorted them. Anyone fight this sucessfully? The administrative appeal was denied.
