Parking Tickets With Out of State Car Transfer To Los Angeles

My friend went back to Missouri and left me with his car. The car is registered in Missouri but has parking tickets issued to it from California.I want to transfer the title and ownership of the car to myself in California and was wondering if the tickets will be transfered to me as well or if this is not an issue becasue its an out of state car?
