Parking vs Standing


What is the name of your state? PA

I was cited for "parking prohibited" at the Philadelphia International Airport. I was asked to move by the officer and was ready to comply. I was at the curb lane, in my car with then engine running, waiting until it was safe for me to move into oncoming traffic. Passengers were loading a vehicle in front of me so I could not pull forward. Another vehicle was standing close behind me and pedestrians were walking between our vehicles so I could not put my car into reverse. I had to wait until either one or both vehicles moved so that I could move safely. When the opportunity to do so became available, the officer was standing behind my car prohibiting me from reversing and complying with his order. So, am I guilty of parking or standing? Does PA or the City and County of Philadelphia make a distinction between parking and standing? What is my best approach for having this ticket dismissed because compliance would have put others and myself in danger?

The parking / standing thing, while it should be a reasonable defense, this is george bush's post 9/11 America, and you did a 'crime' at a major airport, so consider yourself lucky you weren't towed.
