Parking within the zone of a fire hydrant

What is the name of your state? New York

I have temporarily stopped my vehicle Toyota Camry in front of my house to unload merchandise and take my daughter with me out of my house.
Later, I found a parking violation notice affixed to my vehicle stating that my car was parked within the zone of a fire hydrant.
The parking ticket, which had been given me, was incompletely filled out and did not contain some required pieces of information:
- The place of occurrence was indicated incompletely by the issuing agent on this parking violation notice, as far as the issuing agent did not indicate the County in the address.
- The issuing agent did not indicate whether the operator’ permit was displayed and “NO” or “YES” oval was not marked.
- The Model year of the vehicle was not indicated by the issuing agent on the parking violation notice, though it has free access for inspection on the front window.
- The VIN number of the vehicle was not indicated by the issuing agent on the parking violation notice, though it has free access for inspection on the front window and on the front panel of the vehicle.
Also I have temporarily stopped my vehicle in front of my house (I rent the private building) and the car as well as standing place was seen from the windows of my house. In case of emergency it would take me only one minute to replace the car out of a fire hydrant. Separately, I have a parking place inside the building (however, unloading the car from parking place is not convenient) that could prove that car was stopped in front of building temporarily to unload merchandise and take my daughter with me out of my house
Could I request to consider the dismissal of the ticket in this case.
