Photograph to issue parking ticket?

What is the name of your state?What is the name of your state? NJ

Can the owner of a property use a photograph they have taken of your vehicle, parked in their lot in a Handicapped space, to have the Police issue a parking ticket?

sure. However, if you contest the ticket, they'd then need the guy who took the picture to show up to court to get it into evidence.
