Proof of insurance

What is the name of your state? ALABAMA

i recently received a parking ticket and no proof of insurance ticket while driving my now ex-girlfriend's car. since our break up she has declined to give me the proof of insurance she has on her car. the car is in her father's name and he has declined to give me any proof of insurance as well. the insurance company that insures the car can not give me proof either without the policy holder's consent. what can i do to get proof of insurance for this vehicle?
