Question regarding section 12814.6 for provisional license in California?

In the section I saw a statement saying:
"(A) The person shall violate no law which, if resulting in conviction, is reportable to the department under Section 1803."

Ca someone explain to me exactly what this means?

Section VC 1803 spells out what violations must be reported to the DMV.
