-Received letter today to pay penalties for parking tickets.

What is the name of your state (only U.S. law)? Minnesota
Does anyone know how can I dispute penalty fees for some parking tickets that I actually paid ? They want me to paid $45.00 for each or they will send me to collections.. I did not even know that those fees existed...

Of course you knew they existed -- you said you paid them.

How old are they? How did you pay? Do you have proof of payment? If not, you may have no choice but to pay them. ALWAYS use a check or get a receipt, and ALWAYS keep the proof.
