Received offer for reduced fine for inspection sticker ticket

What is the name of your state (only U.S. law)? NY

Hello all,

Last month i got an expired inspection ticket for $65. However, the ticket had missing vin# and only the first 3 letters (out of 7) of my plate was mentioned.

I appealed via mail under "defective ticket" for the above two incorrect info.

Now, I have received offer for reduced fine $43. Can you let me know your thoughts as to what i should do? Is my case strong enough to not to pay reduced fine and hope that the ticket will be completely dismissed?
