my rear wheel was touching red zone about ten to 20 percent and got a ticket saying the rear wheel was 100 percent is that reasonable the ticket said there was a photo taken

What do you mean by "touching?" Do you mean that up to 20% of your car was parked adjacent to a curb that was painted red? Or up to 20% of the tire area? If the tire, then that means that the whole of the rear of the car from the bumper to the rear wheel well was obstructing the red zone.

What code section were you cited for? And, since it is likely a municipal code, what city or county did this occur in?

Understand that NO PART of your car should be obstructing a red zone. Heck, even if NO tire was there and only the bumper was hanging over, chances are you could be cited (depending on the language of the section).
