the new sticker was on the dashboard, the old sticker on the window because I couldn't figure out how to get the old one off without scratching the window..

Is this a valid offense? and what are the rules on how the registration sticker has to be displayed?

Yes and yes. Look on the back of the new sticker for placement requirements (if you reverse the reg and inspection, or place them vertically, you can be ticketed as well).
