rental vehicle law

What is the name of your state? pennsylvania

I was driving a rental van fron ryder and I hydroplaned and somehow landed on the roof. When the state police came he gave me a ticket because he said my tires were bald and in an unsafe condition. Wouldn't that be ryders fault? Anyone know where I could find a law that states that? I tried to fight it but lost and now I'm going to appeal but if I could find that law and tell the president of judges maybe I won't have to pay $50 to appeal? Any advice would be greatly appreciated.

burden of proof

Also I thought the burden of proof is on the state. How is one persons observation considered proof he never measured the tread on the tires. They need to have 2/32 and I know they had at least that.
