retroactive parking ticket

What is the name of your state (only U.S. law)? california. I was pulled over for a broken headlight in oakland - for immediacy I pulled over at the nearest clearing on the street available which meant that the police car and I both stopped in a bus stop. No buses attempted to stop there during this interaction.
I recieved a ticket in the mail for a parking violation for parking in a bus stop even though the police officer said I could go with a fixit ticket for the light and no mention of where we were both temporarily stopped.
I disputed it once. Denied. Said I can continue to dispute but must remit payment first to recieve a hearing. How i can i continue my dispute without paying ahead of time? Can I post date a check and cancel payment if my appeal/argument is accepted? What is the name of your state (only U.S. law)?

You have to pay the fine to continue your dispute. I feel that you have a good chance at having this overturned (you can claim that you were directed to stop there by a law enforcement officer and prove it with your citation).
When/if you win, the money will be refunded to you.

Did the same officer issue you a parking ticket? That seems a bit excessive.

I think you have good grounds to beat it ... provided you can show that this was as a result of your yielding to the officer and not an unrelated incident. Did you stay long in the space after the officer left? Could you have been seen by parking enforcement or by a bus driver standing in the bus parking space even after the officer cleared - even if for a minute or two?
