What is the name of your state (only U.S. law)? texas

Interesting thing I found.
Sec. 601.053. EVIDENCE OF FINANCIAL RESPONSIBILITY. (a) As a condition of operating in this state a motor vehicle to which Section 601.051 applies, the operator of the vehicle on request shall provide to a peace officer, as defined by Article 2.12, Code of Criminal Procedure, or a person involved in an accident with the operator evidence of financial responsibility by exhibiting:
(1) a motor vehicle liability insurance policy covering the vehicle that satisfies Subchapter D or a photocopy of the policy;
(2) a standard proof of motor vehicle liability insurance form prescribed by the Texas Department of Insurance under Section 601.081 and issued by a liability insurer for the
**************..
(b) Except as provided by Subsection (c), an operator who does not exhibit evidence of financial responsibility under Subsection (a) is presumed to have operated the vehicle in violation of Section 601.051.
(c) Subsection (b) does not apply if the peace officer determines through use of the verification program established under Subchapter N that financial responsibility has been established for the vehicle. If a peace officer has access to the verification program, the officer may not issue a citation for a violation of Section 601.051 unless the officer attempts to verify through the program that financial responsibility has been established for the vehicle and is unable to make that verification.

subchapter N refers to the texassure program. http://www.texassure.com/

this is a quote from http://www.tdi.texas.gov/bulletins/2010/cc31.html

"TexasSure is the financial responsibility verification program created by the 79 th Texas Legislature, Regular Session, in Senate Bill 1670. The goal of the program is to reduce the number of uninsured motorists in this State. TexasSure allows authorized users to confirm whether a Texas registered passenger vehicle has a valid auto liability insurance policy. TexasSure is used by all 254 county Tax Assessor-Collectors and DPS Texas Highway Patrol, and is available to all Texas local law enforcement."

I approached two local officers today and asked them about it and they promptly said "we don't have accesses" and walked away abruptly.

But at this link http://www.texassure.com/Press10208.html
it states
"Here's how it works: during a traffic stop, law enforcement officers may use the license plate and/or VIN of a vehicle to submit a query to the new database through the Texas Law Enforcement Telecommunications System (TLETS). "

so why are officers writing tickets to people that have insurance but cant find proof in there glove box and why are officers saying they don't have accesses to TLETS?
