Is there a way to reduce old parking fines? PLEASE HELP!!

What is the name of your state (only U.S. law)? California.

Here is the story.. I lost my job and housing at the same time as my vehicle registration was due. Needless to say I didn't pay it. I ended up getting upwards of 10 No Registration tickets before my car was towed. Not having enough money to pay for the tickets and tow fee I lost the car.

Is there a way to get the fines reduced or at least have the late fees dismissed? I have called the Parking bureau to no avail, and have not been able to find a court of appeals that will accept a contest being submitted after a certain date (usually 15 days). I am not even sure a contest of the tickets would be the appropriate route to take.

If you have any information at all it would be greatly appreciated.
