ticket for parking on car or driver?

What is the name of your state? CA

Do parking tickets stay with a car or driver? like if you junk a car with two parking tickets on it will you get a warrent or will the car just never be able to be registered again until someone pays the tickets?

Parking tickets follow the registered owner of the vehicle.

thank you, so if the person doesn't register it they still have to pay, or risk a getting an arrest warrent? They most likely will file bankruptcy will that change anything?

Fines for parking tickets are not dismissable in bankruptcy court. The fines will have to be paid at some point or the owner of the vehicle may face a license suspension in the future.
