title not me/ticket failing to register

What is the name of your state? AZ

So I tried to buy a car from a friend, but I have not been able to get him to mail me a notarized copy of his title. I have been trying for MONTHS now- and he is now in the hospital and said he has to order a new title. I do not have my license yet either- found out about a violation from 16 years ago- and am going to traffic class now to complete that so I can get it back.

So the tags are now expired, and they are Washington State plates- I live in Arizona. I just got a ticket for "knowingly failing to register " the car in Arizona from a DMV officer I explained my situation to a couple months ago (she tracked me down from a complaint I guess). And a ticket for expired out-of-state tags.

The title is not in my name yet (its signed but not notarized, by one of the two names listed only). I can not register the car in my name because I am working on getting my DL re-instated (another 4 weeks I am guessing). So I have to appear in court- is it possible to be ticketed for not registering the car and having expired tags when the car is still not inmy name? I am getting a new car in Ocotber, and don't even want this one anymore- trying to talk my friend into giving me half the money back I paid so he takes it back- but he is broke... anyways- just wanted to see if anyone had any thoughts...thats just a brief synopsis of it all.

Expired tags will not be possible to beat.

You might argue your way out of the "failed to register" but you are still in violation of that. You were operating the car and you knew the registration hadn't been done. The answer is NOT TO DRIVE THE CAR not to whine that you couldn't get the tags.

If the car has a Washington title, it does not have to be notorized to be transferred to someone else. All that is required is the legal owner's signature and date.

And, per our OP's own facts presented, even if it WERE notarized (which it doesn't have to be), he still couldn't have registered it. Why didn't he get a ticket for no license?
