Towed for expired tabs in a private parking lot

One last question, had this not been a HOA rule, it is not against the law to have a vehicle with expired tabs parked in a private parking lot in WA, am I correct to say this?

P.S: I learned from the towtruck driver that my failed emission test was sitting face up on the passenger seat, and my name and address was visible, he didnt even need to slimjim my door to get my registration, he had all the info right there. (Stupid mistake on my part to leave such info in plain view)... I wish the HOA would have just seen that, maybe I would have received a notice
