Underage drinking in PA

Pa
Hi, My 17 year old daughter has an interesting situation and I would like some input. I received a phone call from the police who informed me that my car was parked and the windows were open and asked me how it got where it was. I asked if it was parked legally they said it was but wanted to know how it got there. I told them my daughter was staying at a friends house in the area. They told me to ask my daughter to please come outside. First of all why was that needed. The car was parked legal and is registered to me not my daughter. To jump ahead a little she was at a friends fathers house where she was not suppose to be and this guy was always giving alcohol to his daughter and her friends to look cool. I drove there and spoke to the police who still asked for my daughter to come out. I was honest and told them she should not have been there and since at this point she really did nothing wrong I really do not want to have her come out in case she was being an idiot. The police told me they have no intentions of jacking up anyone they just want to get this guy. My daughter came out, had drank some beer and cop said she needs to come down to the station in a day or two fill out a statement and if she helps them they will help her. She did that. The cop then not only still gave her a citation but also forgot to have us fill out the waiver of rights form and and came to the house two days later to have it signed. Is not the whole idea about rights is for you to know them BEFORE you are questioned and not after. Should I go to court and fight this. This officer has lied to us at least 3 times already and I am not a big fan.

Sadly that is the message being given and what most likely is going to happen in the future
