Violation code 46

What is the name of your state (only U.S. law)? New York
Hi,
I live Upper west manhattan around 110th street and it requires you to move your vehicle between 11-12:30 for sweeping. Is it legal to park on the opposite side(double parking) of the road during those hours?

Does that violate code 46 (double parking)
