What's up with the handicap parking in apts

What is the name of your state? TX.

What is the law in Texas concerning handicap parking spaces in apt. complexes? Must the "disabled" be loading for transportation, or unloading to enter the apartment, for the licensed vehicle to park in the disability spot, or may the vehicle remain in that spot for an unlimited amount of time?
