why should I have to pay for a handicap sign and city sticker when I park in the same

no city sticker but handicap card displayed at my residence

What is the name of your state?illinois

Why do I have to pay for a handicapped parking sign and a city sticker too?
I pay the city for the use of a handicapped parking sign out side of my apartment. According to the police no residentual parking permit is required if you are disabled and you park in the spot but I continue to receive parking tickets from the local police. Anyone else can come and park in this same spot when I am not using it and not receive a ticket as long as they are disabled.
