What is the legal tint for someone driving in NY with a vehicle registered in another state?
If so, to my knowledge, the state that it is registered in, decides the window tint.
It would depend on the judge. I have seen convictions for out of state registered vehicles based on NY's standard for tint - which is 70% visible light transmittance (VLT). A VLT of 70% is basically no tint at all. So in New York State if the window is noticeably tinted it is illegal.
