I live in NY and the estate is in NY.

I am the administrator of my sisters estate. I'm trying to determine what is considered a reasonable administrator's fee in NY.

Is 5% of the total estate a reasonable fee to charge?

The fees are governed by state statutes. May I suggest you read your state statutes. See Surrogate Court.
