beneficiary's liability to pay estate bills

What is the name of your state? New York

My dad died, leaving my mother little money. Dad co-owned the house and shared a bank account with Mom. It all passed to her by joint tenancy right to survivorship. He had no will. She now owns the house and she will live there until she need to sell it to care for her own health- this is her only asset.
Please advise what is her liability to pay his medical bills and credit card bills (that are in his name only). If the estate is exhausted, must she use the assets of the house to pay the credit card and doctors? How does she deal with all the creditors ( hospital, doctors and his personal credit card creditors)? What is the time frame?
