What is the name of your state (only U.S. law)? san diego california

public guardian was probate conservator of estate. the judge's original order stated "no bond". now the public guardian submits their final accounting and on it they list $2,000 "bond revenue public guardian" "bond reimbursement fees 1st and final accounting". why are they adding this charge? where can i find law that allows them to do this? thank you
