What is the name of your state (only U.S. law)? CA

I just found this forum and am hoping to get a couple questions answered. My mom passed and I am taking the role of petitioner. My question is this: Is the legal notice I'm going to post in the local newspaper going to reach any credit card companies she may owe? It seems like it's more for any claims within the community. I know of the bills that came to her house. Is my assumption correct that the legal notice is for those within her community that feel she owes them money?
