Decades-old auto title issue after death of executor

What is the name of your state? North Carolina

A man died and his will stated one of his heirs would receive a certain automobile. This auto remained inoperative but sheltered, off-road for 2 decades and now the heir wants to sell it. He does not have the title paperwork, thinks it was never re-titled in his name, and DMV says he needs to go through probate court to get permission for them to re-title it in his name.

How does one go through this process quickly and cheaply? The low-value car does not justify a large expense.
