Department of Health Care Services Requesting a Copy of Living Trust?
Why would they need this?

Details:

I'm asking the Dept. of Health Care Services, Recovery Section, for amount owed to the State of CA for my deceased relatives Medi-Care expenses, they are aware there is a Living Trust and asking for a copy of the Living Trust stating if it's not provided to them the calculation of their claim will be more per the OBRA Act of 1993. Brucholtz vs. Belshe?
I have spoken with the "Program Technician" from the Department of Health Care Services and the only explanation seems to be that she has been instructed to provide the pat answer " that it is not mandatory but would be in my best interest as the executor to provide a copy, the calculation will probably be less if provided"????
