Can anyone tell me what a Motion to Strike with Attorney fees and Sanctions to the Court means?

Without specifics, I'd guess one side wants to eliminate some portion (or all) of a pleading of the other side. They think the reason to strike is so obvious that the other party should pay their attorney's fees for making the motion and the court should punish the party as well.
