Pennsylvania property owned by deceased California resident

What is the name of your state (only U.S. law)? Pennsylvania (where I live and where property is owned) and California (decedent and surviving spouse).

My deceased uncle owns property in Pennsylvania.
His surviving spouse wants to sell it to us ($4,000).
It is still in his name only.
She did not open an estate or go through probate.
She believes she automatically inherited his property (this is the only thing that was only in his name) and she can just sell it. He has two children who do not challenge any of these transactions and gave her their blessing to sell the property in Pennsylvania to us.
There are no outstanding debts.
She is not willing to pursue an attorney or open an estate... it is up to us to resolve HOW to transfer the property title to us.
Do we just need to transfer the property to her, then to us? Can we avoid probate? She adamantly refuses to open an estate. If we take care of everything (attorney and transfer costs), she'll sell us this property (that has been in the family for years).
Somehow, someday this is going to have to be transferred to somebody. What will happen if she never does anything?
Our attorney advised her to open an estate. She refuses. The attorney is baffled.

If she won't open probate-you can. Who knows-there may be other reasons why she doesn't want it opened. In any case-it has to be opened to be able to transfer title on the property.
