Power of Attorney and Acceptance forms

What is the name of your state (only U.S. law)? Colorado
What does an Irrevocable Power of Attorney Designating Clerk of Court as an Agent for Service of Process mean and what exactly does it do?

Also by signing an Acceptance of Appointment mean that the person signing it is willing to accept the appointment and discharge the duties as administator of the estate?
