What is the name of your state (only U.S. law)? PENNSLYVANIA. DOES THE ESTATE TAX HAVE TO PAID ON A PROPERTY BEFORE IT CAN BE SOLD?

I assume that you are referring to the PA Inheritance Tax.

No, it should not have to be paid before selling estate property. If that were the case, there would be plenty of estates in eternal limbo since there would not be enough liquid funds in the estate to pay the tax until property is sold.
