Is probate necessary when only life insurance policy remains

What is the name of your state (only U.S. law)? Georgia

My mother passed in 2002. Since she didn't own any property, we didn't probate the will but assigning my brother as executor.

We have recently discovered that Mother was 'owner' of an life insurance policy for my sister, which was taken out when my sister was a child.

Is it necessary to probate mother's will to gain acknowledgement from the court that my brother is the executor? The policy is for a very small amount and the fee to probate will in 'solemn form' is $130.

Who is listed as the beneficiary on the life insurance policy? What did the insurance company require for documents when you talked with them?
