Do wills of the poor have to go through probate?

My mother has no money, real estate, or assets. She's been living in HUD section 8 housing for years and has been on Medicaid for quite a while. Although she has nothing, she does have a will. As executor, do I have to go through the time and effort of probate? Except for a few mementos, everything will be going to good will. Granted, in Connecticut I just need to complete a few forms, but still...
