Stalled probate next steps

What is the name of your state? ma
Uncle died, wrote will on death bed, leaving everything to brother EARL who is also the executor, other siblings stated they would contest will, each side hired an attorney and came to a written signed agreement, in lieu of the will. Assets included stock, mutual funds, a house. This was filed in the probate court. All agreed in writing to let brother buy property for 200,000 at the time. Many years have past - all assets have been divided except for the house and estate checking account and a full accounting has been filed with the probate court. Each time we file an update of the accountign, Earls lawyer sends the information to all heris and asks them to sign and approve, they refuse to approve the accounting and on one occasion filed an objection to the court. Earls lawyer answered the objections. We think that the heirs would like more money for the property since the housing market has increased but they signed an agreement for the 200,000. They have not formally stated this.

What should the next steps be so Earl can legally (free and clear title to the property) buy the house and pay off the heirs? How does Earl get the house deed in his name?
