Step Children and Wills

My neighbour's husband died recently and she now wants to do a will. Her husband have several adult children from a previous marriage and they have two adult children from their marriage. She wants to put the two children as sole beneficiaries in her will. Can you leave out the step children out of her will and does it matter that she was legal guradian for two of the step children?What is the name of your state?

She has no obligation to children who are not biologically hers and they have no claim on any estate other than what is left to them in the will or as intestate succession from their OWN biological parent(s).
