What is the name of your state? West Virginia

My Mother died in March 1999. As of today's date her estate has not been settled. My brother, (the executor) has neglected his duties. What are my rights and what should I do?

I received a piece of property from my Mother and have been paying real estate taxes each year, but I cannot get a deed because the estate is still open after 6 years.

I have spoken to my brother by phone and through the U.S. Mail, but I am getting no where. Please help!!!!
